Abstract

The rapid advancement of information technology has accelerated the development of information systems in various sectors, including healthcare. Mitra Medika Bondowoso Hospital is one of the hospitals that has implemented Electronic Medical Records (EMR). Preliminary studies revealed delays in medical record returns, while borrowing and return processes were still conducted manually. This study aimed to design and develop a web-based Inpatient Medical Record Filing Information System. Conducted from August 2025 to May 2026, the study involved five informants and employed the Scrum method. The results showed that the product backlog stage produced a list of system feature requirements, including data management, medical record borrowing and return, reporting, and overdue return notifications. The sprint planning stage generated system designs in the form of use case diagrams, activity diagrams, class diagrams, and database designs. The sprint backlog stage produced task allocations across three sprints based on development priorities. The sprint stage resulted in the implementation of all planned features. The sprint review stage provided feedback for improving the dashboard interface, data entry processes, and notification features, while the sprint retrospective stage resulted in system improvements based on evaluation outcomes. In conclusion, the Scrum method was successfully applied to develop a web-based Inpatient Medical Record Filing Information System through a structured development process, resulting in a system that meets user needs.
