Abstract

This descriptive qualitative research analyzes the implementation of the human resources competency certification program for tourism (Tour Guide and Room Attendant) by the East Java Provincial Tourism and Culture Office at Kampoeng Heritage Kajoetangan in Malang. Data were collected through interviews, observations, and documentation. The findings indicate that the program was effectively executed; administrative challenges and the educational backgrounds of participants were successfully addressed through the discretion of village recommendation letters and adaptive guidance from LSP assessors. Internally, certification has enhanced professionalism, standard operating procedures (SOP), occupational health and safety (K3), and sanitation in homestays. Externally, the BNSP license strengthens quality assurance, branding, and consumer trust, which significantly boosts the competitiveness of the destination
