Abstract

The Tobacco Derivative Industry Development Model in Jember Regency aims to develop farmers' knowledge of tobacco derivative products other than cigarettes so that farmers get ideas for tobacco that will provide a high selling value because on average farmers in Jember do not apply tobacco development with better. This development can be done using the ISM (Structural Modeling Interpretation) analysis tool. ISM is a technique used in modeling that is able to synchronize the opinions of experts in providing concrete data. The Tobacco Derivative Industry Development Model in Jember Regency uses 3 elements, namely the Institutions Involved with the results of the key elements (Department of Food Crops, Horticulture and Plantation of Jember Regency, Department of Industry and Trade of Jember Regency, and Local Government. Needs from the program), Needs from Programs with key element outcomes (Government Policy and Commitment to Support Development of Derivative Products), and Constraints from Programs with key element outcomes (Policy Consistency and Unclear Support and Regulations for Tobacco Derivatives Development).
