Abstract

Problems of insecurity and unconfidentiality of medical records are still found at Mangli Public Health Center where 9.6% of medical records were found to be damaged, 4.27% of medical records had misfiled, and 7 non-medical record officers in and out of the filing. The purpose is to analyze the factors causing insecurity and unconfidentiality of medical records in the filing of Mangli Public Health Center. Type of research is qualitative research using Man, Money, Method, Machine, and Material elements. Prioritizing using USG and solving the problem using brainstorming. Data collection techniques used were interviews, questionnaires, observation, and documentation. The results showed that factors causing insecurity and unconfidentiality of medical record in the filing of Mangli Public Health Center were Man factors officer's education is still high school; officers' knowledge regarding filing access rights is lacking; medical record officers have never training, Money factor was there is no budget for training and machines, Method factor wasabsence of SOPs for the security and confidentiality of medical records, Machine factor was the unavailability of CCTV and filing access warning sign, Material factors were there are still medical record cover that do not meet standards; there are no tracers; and the use of expedition books is not yet optimal. Priority problem is that officers' education is still high school. Recommendations for completion are application for additional medical record graduate officers and the procurement of OJT by the Puskesmas or Medical Record and Health Information Management form external Puskesmas. The research suggestion is to add officers with a minimum of D3 medical records.
