Abstract

Health information can be given to third parties by doctors or dentists. Third parties include the police, law enforcement, health insurance, and researchers. The release of health information to third parties requires procedures that involve patients in the process by procuring a power of attorney, because everything contained in the medical record file is confidential to the patient and fully belongs to the patient. Power of attorney is a letter of delegation of authority that can represent the authorizing party. The purpose of this study is to determine the suitability of the release of health information activity starting from the planning of activities, strategies used in achieving the objectives, the process of releasing information and the success of the release of health information activities. This study uses the CIPP evaluation method, which evaluates the release of information from aspects of content, input, process and product. Data collection was finished by observation, interviews and documentation. The results of the study showed that there was a discrepancy in the release of information with the regulation of the minister of health. The incompatibility of the purpose of releasing information that is only for insurance, in the activity found no power of attorney in making requests for health information 44%, there is no bright name of the doctor 12.5% and there is no explanation of 36.5% filling time. The decision obtained from the evaluation results are modifying the goals, objectives and strategies to achieve the objectives. The final decision from the evaluation of the release of health information at Dolopo Hospital is to continue the release of information by revising the SOP. The solution is given to decision makers is the release of health information SOPs that can be used for third parties in general. Revision of the SOP for the release of existing information with the addition of points regarding the power of attorney and completeness of filling.
