ABSTRACT Wijayanto, Andika (F3111070), Andini, Nurgita (F3111158), Julianti, Ayu Indah (F3111349), Siswati, Siti (F3111333) July 2014, ESTABLISHING AN ENGLISH COURSE FOR ELEMENTARY SCHOOL STUDENTS IN MASTRIP REGENCY, JEMBER Final Project, English Study Program, Language, Communication and Tourism Department, State Polytechnic of Jember. Supervisors: 1. Siti Aisyiyah S.Pd, M.Pd. 2. Cholimatus Zuhro, S.Pd. This final project report discuses about establishing an English course for elementary schools students in mastrip regency. In mastrip, there were ministry of education and cultures already change the curriculum. He makes English lesson for elementary school just for additional subject. This condition make the young learners do not get English well. Actually English is needed for young learners because technology in globalization era increases every year, as we know technology use English. In mastrib regency just one english course and the method of teaching just speech method. This method has several weaknesses. It was our reason to provide an English course for elementary school students which offer more interactive, effective, communicative and fun methods. To reach the objective, we applied 5 methods. Those were speech, discusion, FAQ, socio drama, gaming and assigment. So far, we could get establishment permit from the head of Takmir in mastrib regency and it was valid for two year.we just colect our data to UPTD and we can establish english course without their permision letter because we just establish English course just for our final project. There were three classes in FEC, namely beginner, intermediate and advance levels, but during running the course in two months we had only 20 leaners. They were 10 leaners in beginer level, 6 student in intermediate level and 4 leaners in Advance level. The number of leaners was below the number of leaners that had to be reached by FEC that was 56 leaners per two months. To solve that problem, we had to consider the marketing strategy and how to persuade the parent of the learners, because it was an important aspect which influent the financial condition and the licensing of a course to reach the target based.
