Abstract

The Standard Inpatient Class Policy (KRIS) is a government initiative to simplify Indonesia's National Health Insurance (JKN) inpatient system into a single standard class meeting 12 facility criteria, targeted for full implementation by 2025-2026. However, most hospitals in Indonesia, including RSU Srikandi IBI Jember, still face challenges in meeting these standards. This study analyzes the readiness of RSU Srikandi IBI Jember to implement KRIS using the 5M approach (man, money, method, material, machine) based on the 12 KRIS criteria, employing a qualitative method with purposive sampling. The results show that of the five elements analyzed, only the machine element has met the standard, while the other four elements (man, money, method, and material) have not yet fully met the standard, although some criteria within them have been fulfilled. For man, staff understand KRIS well but have not received specific training. For money, budget limitations are the main obstacle. For method, the hospital lacks a technical guidelines for KRIS implementation. For material, several facilities remain inadequate, including the absence of nurse call systems in disability bathrooms, exhaust fans in ward bathrooms, and safety features on bedside cabinets. This condition indicates that the hospital is not yet fully ready and requires immediate improvement to achieve the implementation target. Recommendations include improving human resource capacity, strengthening budget support, developing implementation guidelines, and enhancing inpatient ward facilities. Overall, these improvements are needed to support the hospital's full readiness for KRIS implementation.
