Abstract

This study explores the obstacles encountered in the certification process of State- Owned Assets (Barang Milik Negara or BMN) at the Office of State Assets and Auction Services (KPKNL) Jember. The research employs a qualitative approach with a case study method, involving in-depth interviews and documentation to identify administrative, technical, and regulatory constraints. The results indicate that the primary obstacles include differing interpretations of procedures between KPKNL/Work Units (Satker) and the National Land Agency (BPN), incomplete historical ownership documents, land boundary disputes with third parties, as well as limitations in human resources and assistance budgets. Internal factors, such as low initiative from Work Units, and external factors, including disorganized past land distribution practices, also contribute to these hurdles. KPKNL Jember plays a role as a mediator in tripartite coordination between the Work Units, KPKNL, and BPN to enhance the effectiveness of the certification process. This research recommends strengthening monitoring, socialization, inter-institutional synergy, adequate resource allocation, and evaluating budget efficiency policies for assistance to accelerate BMN certification. Furthermore, the utilization of digital technology, such as the SIMAN application, is expected to minimize administrative barriers and improve data accuracy.
