Abstract
The purpose of this study was to find problem-solving solutions related to the success factors involved in the supply chain and analyze the relationships between agencies that play a role in the sheep export supply chain. The method used is Interpretative Structural Modelling (ISM). The ISM method is used to interpret the relationship between all elements involved in the system. Where there are 3 key elements used, namely the element of need, the element of constraints or main obstacles and elements of the institution involved. The results of ism data analysis conducted can be known that the key elements in the needs of the program are the availability of capital, the supply of sheep seedlings and the availability of technology. For obstacles or constraints of the program, namely the lack of supply of sheep seedlings, lack of capital, lack of technology, high export needs and government policies. For the institutions involved, namely banking or financial institutions that act as suppliers of capital or suppliers of bailout funds.
