Abstract

The security and confidentiality issues of the medical records in the file room were found at the Tk. III Baladhika Husada Jember Hospital, i.e. reviewed from the security that there still many medical records scattered on the floor of the filing room, the need for insufficient medical records shelves and caused damage to medical records with 55 percent as much as 137 medical records out of 307 that were examined and reviewed for confidence that there were still non-medical records officers who came in through the files room. The purpose of this research to analyze the factors that cause insecurity and non-secretization of medical records in the file room of Tk. III Baladhika Husada Jember Hospital based on individual factors, psychological factors, and organizational factors. This research method are qualitative with data collection techniques using interviews, observations, documentation, CARL (Capability, Accessibility, Readiness, Leverage), and brainstorming. The results of the research showed that there were 6 problems identified: individual factors (the filing officer not a graduate of the medical record, never held a seminar especially on the security and confidentiality of medical records), organizational factors on the facilities and supplies (not enough medical record shelves and no special medical record space already inactive), organizing factors on reward (no reward for the file officer). The solution can be made to the 3 priority problems found by CARL is that there has never been a seminar, no medical record has been held, no space for inactive medical records includes holding a seminar on the security and confidential medical records that can be followed by the entire medical record officer especially the filing official, adding medical records to accommodate the entire existing medical record documents, and adding a specialized medical record room that is inactive.
