Abstract

General Hospital Srikandi IBI Jember is a healthcare facility that still applies manual medical records in its service. During the service process with manual medical records, General Hospital Srikandi IBI Jember is assisted by the hospital information system (HIS). The existence of the Minister of Health Regulation Number 24 Year 2022 on Medical Records which requires all healthcare facilities in Indonesia to implement electronic medical records (EMR) requires RSU Srikandi IBI to participate in implementing EMR. EMR development at RSU Srikandi IBI Jember will be carried out by utilizing the HIS with the EMR. Based on preliminary studies to establish EMR, several problems were still encountered, including staff knowledge about EMR, hospital dependence on vendors, training that was not optimal, and facilities in the form of information technology infrastructure that was still inadequate. Based on these problems, it is necessary to analyze the readiness to implement EMR. Readiness assessment efforts can be carried out with the Doctors Office Quality-Information Technology tools, this tool will assess the readiness of EMR implementation with two main aspects, namely organizational alignment and organizational capacity. This readiness assessment aims to describe the readiness of EMR implementation in General Hospital Srikandi IBI Jember. The results of the analysis show that the organizational alignment variable has a score of 30.99 in a moderate position. The organizational capacity variable has a score of 56.50 in a moderate position. Overall readiness shows a moderate position in the implementation with a total score of 57.49.
