Abstract

One of the sources of income in the region is the Local Own-Source Revenue (PAD). Local Own-Source Revenue (PAD) is obtained from local taxes and subscription parking fees. This qualitative research employs data collection through direct interviews with informants and utilizes the theory of good governance. The purpose of this research is to generate qualitative data by describing and explaining the evaluation of the subscription parking fee policy at the Department of Transportation of Jember Regency. The findings reveal that the responsibility related to parking falls under the Department of Transportation, with the Parking Unit (UPT) and parking attendants being responsible for the facilities and infrastructure. Meanwhile, human resource management in subscription parking fees falls under the authority of SAMSAT. The collection process starts from registration to payment to SAMSAT, which still complies with applicable regulations. For those involved, the policy can increase PAD, but for those not involved such as the public and parking attendants, may not be aware of its impact. This can lead to social and economic impacts on the community.
