Abstract

The BOR and TOI values in 2020-2021 still not in accordance with the BJ standard, which indicates that the use of beds is unproductive causing the beds not actively generating income. The purpose of this research is to evaluate the efficient level of bed utilization based on the BJ graph at Dr. H. Koesnadi Bondowoso Hospital in 2022. This research is descriptive qualitative research with data collection techniques through interviews, observation, documentation, and recommendations based on LR. The research subjects used purposive sampling with informants consisting of KPSDM, Household Coordinators, Head of PKRS Installation, 4 nurses, doctor, KPMPM, and Inpatient Registration Officer. The results showed that intersection point on the BJ graph in 2022 is outside the efficient area because of the low BOR value. The factors causing the low BOR at Dr. H. Koesnadi Bondowoso Hospital consisted of internal factors that are the lack of human resources, lack of facilities and infrastructure due to damage, lack of continual hospital promotion related to hospitalization, bad coordination between health workers and external factors that are COVID 19 pandemic and the implementation of BPJS tiered referrals. Alternative solutions suggested are by increasing the number of human resources, providing and repair of general facilities and medical devices, establishing rewards and punishment to motivate officers to immadiately repair the infrastructure, increase hospital promotion especially related to inpatient services, hold training as a form of HR development efforts to improve HR performance, and return rooms that used to function as COVID 19 rooms to regular rooms but still leave some rooms for isolation as a form of anticipation.
