Abstract

The purpose of this research is to develop the potential in rural areas through agricultural activities with tourism activities (agrotourism). Agro tourism is defined as a form of tourism activity that utilizes agribusiness as a tourism object with the aim to expand knowledge, experience, recreation, and business relationship in agriculture. Ledokombo has the potential of tourism that can be developed as an agro tourism destination, and also become one of tourism alternatives located in East Java, especially in Jember District. In addition, the development of agro tourism is part of community empowerment to improve community social life and equitable development of village infrastructure. This research is to find the key elements and sub-elements in the effort to develop ledokombo into agro-tourism area. Analyzer used in this research is Interpretative Structure Modeling (ISM). The results of brainstorming with three experts produce four key elements 1) Elements of program objectives, 2) Elements of needs, 3) Elements of the institutions involved and 4) Elements of the affected communities in each of the main elements there are sub-elements with varying amounts. From the results of research that has been done in an effort to develop ledokombo become agro sub-region elements that have the driving force that is the formation of tourism awareness group (POKDARWIS). The formation of tourism awareness group is done by giving steps such as 1) giving the widest access to information about tourism potential, 2) providing training activities and 3) providing financial support in this case initiated by Jember tourism office.
