Abstract
Retention or depreciation on medical record files is required to reduce the load of stored medical record files. It is according to the rules stating that the medical record of the non-hospital health care facilities must be kept at least for a period of 2 years from the last date of the patient's treatment. Based on preliminary study in the Randuagung Public Health Center, the retention and destruction of medical record files was only done once in 2015 since the Public Health Center was estabilished in the year of 1983. This causes the stacked files in the filing room. The aim of this research was to analyse the factors that cause the implementation of retention and destruction of medical record files at Randuagung Public Health Center through 5M management approach (Man, Money, Methods, Machine, Material). It used a qualitative research. The data collection was from interview, observation, documentation. The result shows that the main priority that causes the problem based on CARL techniques (Capability, Acceptability, Readiness, Leverage) is the absence of budget funds for the implementation of the retention and destruction of medical record files. The improvement effort based on brainstorming result is planning a budget proposal for funds in RKA (Rencana Kerja dan Anggaran) 2020 in the Randuagung Public Health Center.
