Abstract

VCT (Voluntary Counseling and Testing) is a program for the prevention, care, support, and treatment of HIV/AIDS. Kencong is a sub-district with the most cases of HIV/AIDS. Of 265 cases, 45 people died because of HIV/AIDS. The number of VCT visits from 2015 to 2017 decreased quite drastically. From 329 visit in 2015, become 193 visits in 2016, and going down to 119 visits in 2017 with 35 HIV+. As a result, the VCT target can not be achieved, so that it needs to be evaluated for improving future programs to eliminate new HIV infections and negate death. This study aimed to assess the implementation of the HIV/AIDS VCT program at Kencong Health Center, Jember Regency. This type of research used qualitative and data collection obtained by interviews, observation, and documentation. The study results showed that the input factor for VCT implementation consists of a lack of human resources and some of them do not attend the training, funds are sufficient, facilities and infrastructure aren’t good enough, and Standard Operational Procedures for VCT implementation already exist. Process factors are consist of an overlapped tasks organizing, the implementation of pre-test counselling, and test results have all been carried out. The output factor consists of HIV clients amount is not reaching the target, 68% pregnant for women patients, 67% for TB patients, 50% for risk factor patients, and 30% for STI patients with 100% each target. The study obtained a priority problem is not all VCT officers attend the training. An alternative solution is to recommend officers who don’t yet attend the case management training to Administrative officers, and later they will be proposed to Puskesmas leaders.
